Bitsy 1d6e5a76de chore: port to Compose Multiplatform 1.12.1 ...

Bumps COMPOSE_CORE_REF / COMPOSE_REF to v1.12.1 and re-syncs all 1760
vendored files. No vendored file needed an edit; the ten manual vendors
were all verified unchanged upstream base..pin and only needed their
VENDOR-BASE ref re-stamped.

skiko stays 0.150.1, so the mingwX64 fork (0.150.1-mingw.2) still matches
its Skia base - no republish.

navigation3 moves BACKWARDS, 1.2.0-alpha04 -> 1.1.7: upstream re-checked
navigation3 out of release/1.11 for this patch (redirectversions.toml), so
the vendored :navigation3:navigation3-ui is now 1.1.7 source and the Maven
runtime has to follow it down. 1.1.7 publishes every target this port needs.

Two upstream-driven API deltas, both matching CMP:
- ui gains LocalSystemTheme, re-exposed upstream as @InternalComposeUiApi
- navigation3-ui loses NavigationBackHandler / rememberNavigationEventState,
  deleted by the 1.1.7 reset

LayerTransformationMatrix.kt's VENDOR-BASE path also corrected - it still
pointed at ui/ui, but upstream moved Matrices.skiko.kt to ui/ui-graphics,
which is why the drift check could not diff it.

Verified on mingwX64: both apps link, full probe suite passes (nav3test,
backtest, multiwintest included), vendor-clean and audit-exclusions clean.
