Rename the top-level tooling folder tools/ -> scripts/ (build-sdl/, compose-fork/, and the python helpers). Updated all references: every module's compose-fork.txt manifest, build.gradle.kts provenance comments, the apidemo subset-script path, the scripts' own self-references, the vendored Synchronization.kt headers, .gitignore, CLAUDE.md and README.md. Also updated sync.py's PRUNE_DIRS. Folder depth is unchanged so all path-relative repo-root logic still resolves.
